The issue is that subgroup members must be members of the main group. But there are no rules about what content needs to go into the main group.?

You could make the main group an announcement-only group which allows no discussion.
Everyone would get that, based on their subscription preferences - i.e. all posts, first post in topic, digest, summary, no mail or special notices only.
The subgroup could allow discussion.?
