I think you're going at it wrong.? I just checked and found that I
can change the Role of anyone in a subgroup where I'm just a
member (also if NOT a member) because I'm an owner of the main
group and have implied ownership of all subgroups.? I can even
change my own Role between Member and Owner when I've joined the
subgroup.? I'm doing it from the actual member's page by clicking
on the row, not from action drop down on the member list.

This is the trick, many thanks, Duane.
The only clarification I would add is that one needs to click on the
member's page of the subgroup, not the member's page of the main
group as these are different pages.
