It appears to me that that message is sent by MS Office/Mail.? Maybe you could check with a few of the folks and see if that's what they have in common.
All messages should be visible online.? If some folks aren't getting copies by email of things they send, it could be related to the default setting in gmail.? That can be corrected by each individual by selecting the checkbox for "I always want copies of my own messages" on the Preferences page of their Account.? There may be other services that also do this, but gmail is the most well known.
