I am a moderator of a group whose only Owner has passed away. I want to continue the group. How do I make myself and/or others Owners?

You can't.

Only one of a group's owners can promote someone to owner status. If there was only one, and that person can no longer do it, then your group is stuck.

Except in one very narrow condition: if you can convince one of the owner's survivors to either promote someone to owner, or allow someone from the group to access the owner's Groups.io or email account. There has been a reported case of a group doing this, but it depends on the goodwill and capabilities of the owner's survivors.
