So in this case, will all the people I direct add get only the direct
add or will they get both the direct add and the welcome.

My recollection from the last time I Direct Add'd, a couple years ago, is that they get both.

(I’m asking because if they get both, I will deactivate the welcome
for now as they don’t need 2 notices.)

That's a sensible approach. The other option is to word the Direct Add in a way that works as an intro for the Welcome notice. I've tried it both ways.

The only advantage to sending both is that you can keep the included section of the Direct Add message very short and to the point - which may increase the likelihood that the recipient will read it. When I did it this way the Direct Add said who I am and why I'm adding you to this group - providing context so that the recipient knows that the message is legit. In the case of family and classmate groups, including my real name and email address.

Also, in formatting the included part of Direct Add (or Invite) I think the Horizontal Line button is your friend:
