A few members of my group have complained (so I've tested it myself)
that their daily summary email notifications contain no messages, even
though there have clearly been messaged posted for topics that aren't
muted. Wondering if I've set something up wrong.

"Muted" is a function of each individual member's subscription. So some in your group may receive empty Digests and/or Summaries while others receive all posted messages.

My summary of GMF this morning listed all the messages from the prior 24 hours (I have nothing here muted).

Also, if no messages have been posted for unmuted hashtags, does the
daily summary still arrive with nothing in it.

Muted is muted, it doesn't matter whether by way of a hashtag or a single topic.
