From your description, I would say groups prone to those issues should get
3rd party 'owners', people who have no connection to the goals of the group.
They just focus on making the features of the group available. Again this
sounds very much like the building owner. Under most conditions the owner
has little to do with the group. Final arbiter between moderators might be
the most an owner needs to do.
