Check that moderator's permissions.
I reproduce your description when the moderator has "Approve Pending Members" but none of the three permissions which allow access to the member list.
I've noticed some peculiar behavior of the Members list when a mod doesn't have all three of those permissions, I've reported to support but so far have received only the automated reply.
