If there are pending members the default view of admin/members shows
those pending (presumably because you are expected to do something
about them). Just click on the the 'pending' box and select members to
show them all. If there are no pending it opens by default to all
members.
I am puzzled you are having issues with this. I search members all the
time there and it just works.

You're looking at something different than I am.? Those waiting for
approval are on the Pending page.? The Members page has all members and
can be searched.
