I would do 1. but not 2 a.which is not safe and you will regret. 2b, maybe.?
3 a. definitely not, 3b. and then lose a good moderator? If necessary work on the moderator a bit
more but leave the mod with their judgement and dignity intact at the expense of losing some of
your own. This is a very difficult one I would try to go with trying to be a mensch rather than
being right. Sleep on it.????
What I perhaps would do is set up an OT, Off Topic place for people to vent, away from the
main group. A sandpit or boxing ring concept with some rules like "nothing illegal' for instance;
but where politeness is not a necessity. And what happens in OT stays in OT.? This could be a
SubGroup of your main group or it could be another group.

You could check your maingroup Guidelines and if necessary modify them to not allow the
behaviour that you do not want. Agree the modifications between the existing Owners and
Moderators and apply them. Make them stick. disagreements or grievance must be moved to
the Subgroup. Unfortunately this means Moderation of all messages, and that will be a huge
task.
Maybe a good ploy is to put those non-compliant members on Moderation. Slow them down a
bit. Open it up again soon.
If set up correctly there is a method to put the entire group on Moderation for a while. Ask.
