Only CC showing up and not the TO: FIeld

I run an ads letter.
The members have to send to their groups by putting their groups in the TO: Field and then they have to CC the group's owner using the owner's email address.
?
What usually happens is we then get to see who they sent the copy of the ads letter to and that they CC'd us.

? This week we are seeing our Owner's address in the To: Field as well as the CC: field and are not getting to see the ?group they sent it to. However, the group they sent it to is receiving that mail.
