That certainly was a great step in the right direction.

It protects the current Owner(s) from being usurped by any Moderator, but still can allow a Moderator to do anything an Owner can do except promote someone to Owner.

If that current Owner(s) should become absent, there will be no new Owner should there be a need to transfer? or delete a group. I can't think of anything else.
