Michael -- As Frances indicated, there is no function within the groups.io web interface to move a document directly from Attachments => Files. You need to download it to your computer first.
With a PDF, this usually involves a right-click on the displayed document, or hovering your mouse cursor near the top of the page to get [the PDF viewer add-on's] menu items to display. Having thus downloaded the PDF, you can then upload it to the Files area.
