Shal¡¯s point is that you can lock a specific page of the wiki, even though the wiki is set so that members can create pages, edit, etc.
Notice at the bottom of the page there is a checkbox:
Only moderators can edit this page.

But if the person can¡¯t start a new page, that can¡¯t be the issue.

Is it possible your subscriber isn¡¯t logging in with the right email address?
