It shouldn't.? I just tested on one of my groups that is text only and the formatting bar has all the tools as long as my account preference is set to html and the window is large enough.

Epicatt2, I tested the other day and posted here as well. You don't have to change the group's settings. Just your own in Account (top right corner). And I found I could make a change to the wiki with the extra tools, and it remained, even after I changed my editor preference to text. In fact, I could use the functions on previously created pages even after changing to text editor.
