By this I presume you mean that you'll email to the list a general invitation, citing the Groups.io group's +subscribe email command.

But I really want to skip
- to individually approve of every new member
- to individually unmoderate every new member
In the Spam section of the group's Settings, check only "New Users Moderated" and set "Unmoderate After" to "1 approved message".

With that method the first post that a new member sends in will be held pending your approval. If you approve that message that's all you need to do. You do not need to take a separate action to unmoderate the member, that's handled by the mechanism.

This is the minimum effort possible: a single action that is needed only if and when the new member posts a message.

... and by email only.
I'm not sure what you mean by this. You can neither prevent people from using the "Join" button on the group's home page, nor prevent them from logging in to Groups.io to access the group's Messages.
