That seems to be an odd way to do it!? Why call
it a monthly notice if it is not sent out each month?

The only type of notice that can be sent automatically every month
is the Group Guidelines type.? Make sure you have one and that
you've selected the "Send monthly to group" check box.? There is
no Active box for this type.
