A complication arises if the photos within an album belong to different subscribers. It is only a personal opinion but I think that album ownership is of less significance than
photograph ownership. Photo sections can easily become a bit chaotic and someone (Owner or Moderator) has to step in and try to restore some sort of order. This can result in new albums being created with existing photographs from different albums being moved to them. There is a tendency for members to see "their" photo album as a sort of cloud storage which for a Basic Group with 1 GB of space available is a bit of an indulgence. Another effect is for different albums to contain very similar photographs; again very wasteful of space. (Another member trick is to put a really good, usefu,l informative photo with possible widespread appeal into "My Album" where no - one else can find it after any initial interest has subsided.
IMHO there is no simple solution to the management of a photo archive. Since migrating from Yahoo at the end of 2017 I have moved a lot of photos and deleted even more without a cheep of complaint arising. The "main" problem of photo archives is indexing the contents; it can be done but again it's quite a lot of work.
