It is a group that is "premium", not a user. Premium doesn't apply to the account of the owner of the group.
So, if you have more than one group, and you upgraded to "premium" only once, then only one of those groups are now a premium group, and thus only one of them qualify for premium treatment (such as transfer from Yahoogroups).
As far as I know, there is no discount for multiple groups with the same owner.
[I seem to recall something about being able to transfer more than one Yahoogroup group into the subgroups of a single parent Groups.io group for the price of just one premium package, but I can't find the URL for that right now.]
