Robert, ... but not the customized Welcome Notice. Did you actually customize (edit) the Welcome Notice text? The Note says:
(Yellow highlighter mine) The way I read it is that if you simply left the boilerplate Welcome notice in place and active, that would not be sent. I think mostly because the boilerplate content is largely redundant with the You've been added... notice.
