James -- Yes, the current behavior of digests is to collapse the top- and bottom-quoted parts. Otherwise the 12 post in a digest can get really long and choke some mail servers (not so much of a problem today as it once was).
Of course, this assumes that the person responding quoted any of the previous message at all.

No, but you can intersperse the quoted part with the responses, as I have done here. Such quotes do not collapse.
