That definitely should not happen. I've been able to approve, reject, or edit messages claimed by another mod in the past. I'm not sure whether what you're seeing is some kind of glitch, or a new bug. Try another browser, or have another mod try to approve the message.
This behavior, if accurately described, also makes me wonder if the group setting for "allow posts by non-members" was changed to disallow it while these messages were still in Pending. If so, you might be able to get them back out by changing the setting back just long enough to process them.
