In the case of an owner of a Premium group that pays money every month
for their group, and that owner dies and their credit card is
cancelled by say a spouse, would Groups.io support (Mark) allow a
moderator or a member of that group to become the new owner if they
took over the monthly payment of that group to keep it going?
There currently is no succession mechanism implemented or policy stated.
If there were a co-owner, or a moderator with the Billing permission, that person could take on the payments without need for support.
My own opinion is that if your group is important enough to you that you chose to go to the Premium plan, it probably should be important enough to you to ensure you have one or multiple potential successors promoted in advance.
I think support might do something like this to keep the income
flowing, and besides what would it hurt.
I don't know that the billing would factor in to whatever future mechanism or policy might be implemented. Until then that's definitely the kind of thing support would likely handle case-by-case.
