Perhaps you had tried it! I have done some tests elsewhere and these are the results:

If the Special checkbox is ticked then the hashtag will appear in the list of hashtags available to all members but if one of them uses it the post will not be sent and they will receive a warning sign that the hashtag is for use by moderators only.

However, if the Special checkbox and the Moderated checkbox are both ticked then all members can select it and use it in a post. Obviously the message in question is then presented to Moderators for moderation irrespective of the member's moderation status, i.e. even if they normally not moderated on this occasion they will be. If the moderator is happy that the message be sent as a Special Notice and approves the message then it will indeed be sent as a Special Notice.?

It is worth noting that it is the Topic that is moderated, not just the initial post (i.e. the Special Notice) and that there is no unmissable warning to the moderator that the post will be sent as a special notice; whoever moderates the message may have to be on the look - out for messages sneaking through with Special Notice hashtags appended!
