You have to be a group Owner, or a Moderator with the "Billing" privilege.
?I was supposed to be a co-owner/co-administrator but don't see the informatoin you describe and I can't figure out how to do the upgrade by 9AM pacific.
If you have the above privileges it will show on the left-side menu bar as Admin>Upgrade. Then click the "View/Change Plan" button on the resulting page.
