What is the procedure for changing out the Groups-IO Manager of a
group.

The group can have more than one owner, so you could stay on as an owner indefinitely while the new guy "learns the ropes".

In fact staying on as a backup owner is a common recommendation -- a group may have two or more individuals designated with the Owner role, just in case one becomes unexpectedly incapacitated. That will allow the remaining owner(s) to carry on, and promote a replacement as needed.
