I generally support the idea that the drop-down menu should omit the +owner address if Owner Email is set to None. What you may be missing is that "receive owner emails" is not a permission...there is nothing keeping the same Moderator from clicking on Subscription on the left-side menu bar and turning them back on.
There's a general disconnect between the Permissions and Notifications and Owner Email sections of the Moderator setup. It's entirely possible to give a Moderator permission to approve pending members but not initially set him up to receive the corresponding notifications. There are several other possibilities along those lines. Both the Owner and the Moderator can turn these things on and off; this flexibility allows a given Moderator to go on vacation (or whatever) without having his inbox fill up with unwanted messages.
The bottom line is that a Moderator has a shared responsibility to make sure he receives all the notifications and emails necessary to do his job.?
