Not for certain, but the most likely thing is that you have overlooked the bottom of the (first) hashtag page, where you should see something like this:
The above is from the hashtag list of this group (GMF) and shows hashtags 1 to 20 of 98, on "page 1" of the list; the
1 is in bold, identifying the "active" page.? To see other hashtags in alphabetical order click on 2, 3, 4, etc.
