Fran -- I seem to have confirmed the above hypothesis.

I first set up a recurring (daily) event at noon with a reminder at 11 AM, and waited two days to be sure it was working properly. Then I added a second reminder at 11:30. This second #cal-reminder is not happening, despite the fact that groups.io popped up a dialog box to ask whether the addition would apply to all of the recurring events.

I will be reporting this to support as a bug.?
