In that example, it means that non-members with a Hotmail account that apply to join your group (either via the WEB UI or by sending a subscribe request email) will be rejected. It also means that messages sent to your group from non-members with a Hotmail address will be rejected (even if you have Allow Non Members to Post set in Admin > Settings > Message Policies).

It only affects new registration requests and messages from the time you create the banned list. In that example, any existing member with a Hotmail address can continue to post as before.
