One of the most important reasons for using a web form as an application is that you can make any or all fields mandatory and, if you have a bit of expertise with them, define the type and format of the info you collect so that they can't just put spaces into a field.
And you could always hold up approval until you get what you require.
Just be sure you can justify all of the info you require is needed for the security or mission of the group
