I learned about the polling issue in a different thread. ;-)? Having learned about that, rather than waiting for a poll I have verified this by both forcing updates from a confluence subscription and also from deleting the subscription and re-subscribing via g-cal.

You may just have to get into the habit of deleting cancelled events instead of using the GIO "cancel" function, in concert with a manual notification. The option also exists to edit the event description to anything you feel would provide adequate notification that it isn't going to occur.
I am in the habit of deleting event. Let's just say that my repeated attempts at educating my large audience to also following that practice hasn't yielded much result when they are looking at a big fat "Cancel" button. :-(
