privileges to subgroup without being able to moderate the primary
group also. Is that possible and if so, how is it done?
Yes.

From within the subgroup's Members list you can change a member's role to Moderator.

While moderators and owners of the primary group automatically have that role in all subgroups, the reverse is not true.
