I have no idea what you're trying to say below, but... if a group isn't run by a governmental entity there's no problem with rules that restrict the type of speech allowed. And even in a governmentally run group, there's no problem with insisting that posters be both civil and on topic.

I would be cautious in this person has money he wants to spend. I a group can make any rules regarding speech so can a business as the "he" could start a group or business. In today's PC world logic isn't followed.
