I missed that uploading a new file was included. Now that I see what is really going on, I'd suggest maybe "Replace file" since I can select any file to replace the one that was there. However, I suspect that no matter what wording is used, it will still be confusing?for users to figure out what functionality is included.
The actual functionality appears to be is as follows. I don't think this is intuitive.
1. Delete existing file
2. Browse to and upload a new file
3. Change the filename text to match the newly selected and uploaded file
4. Comments are not changed unless the user manually changes them
I'd rather see "Edit" just be used to change the "properties" - filename and comments. Delete and Upload already exist and are intuitive.
