We are looking at moving a couple of Yahoo groups, one has 7000+ members.
There is a maximum number of MESSAGES that the transfer agent will move without you paying for a year's upgrade to Premium. I'm having trouble finding it in the beta group at the moment, but IIRC it's capped at the most recent 100,000 messages. So that could come into play.

I don't believe there's any such restriction on the number of subscribers.
