I have never had one expire after 14 days either. We contact prospective members (via private email off-group so it shouldn't interfere with anything in groups.io) and wait for a reply from them. If we don't get a response after 3 weeks or so I just delete it - one has never "expired" on its own. It has never seemed important enough to me to report it but my experience is consistent with what Debbie observes.
