Gerald,

My impression is that the fix wasn't implemented, or it is just not
working. Even with no members selected, the Action dialog still comes
up.
The menu still comes up, but I think he's talking about the dialog box that comes up to confirm a selected action.

I notice now that when I select an action nothing at all happens, which isn't a good user experience, in my opinion. It feels to me like the software is broken rather than like I made a mistake.
