Is there an option for notice "template" that will go out like a new
topic from a user?
No, but I think that's a good idea.
I've been doing this from my email interface, which lets me select a prior message and "Edit As New Message" - opens a message composition window with the prior To, Subject, and message body filled in.
In Groups.io the Member Notices tab of your group's Settings page comes close. There you can create multiple notices of type "Note to Member". Those are effectively templates for messages that you can send to specific members.
Where this misses the boat (for your purpose) is that you send them by selecting the member(s) in your group's Members list, then selecting "Send Message" from the Actions menu at the bottom of the page. In other words, the message is sent directly to specific member(s), not posted to the group as a whole.
Something you could propose in beta@ would be to add a drop-list (selector) to the New Topic page. This would be shown only to group moderators and owners. That drop-list could show the existing "Note to Member" notices, and if you select one it could fill in the Subject and message body of the draft New Topic (this is the way the Send Message action in the Members list works).
