A non-subscriber sent in a request for membership. The request went to the admin but was never approved. The requesting member also received a message from groups.io saying that he could now receive messages, but if membership approval was needed, he would hear from the group/admin.

Now the requesting member sent a message to the group. I would expect that he should get a rejection since his membership was never approved, but instead, his message still came through waiting for the Admin to approve. This doesn¡¯t seem to be an expected behavior as it seems to allow spammers to spam the Admin.

There are settings for this under Admin / Settings / Spam Control.
You have "New Users Moderated" checked. Uncheck it. Either that or reject the application as soon as the request comes in.
