Message attachments are stored on the server so they can continue to be referenced via the online message archive. At this time there is no provision to do otherwise via group settings, the best you can do it set it up such that the oldest attachments will be deleted when you run out of space. See Admin->Settings->Message Formatting->Out of Space.

You can also manually delete attachments online; but if you do that, the message will show up as being "edited" in the message archive and the original sender will receive an email notification that you've been messing with his/her messages. For that, see Admin->Upgrade and click on the "View Attachments" link.
