Call DC City Council Members Today to Support our Public Libraries!!
FYI. Please take 10 minutes to call the city council to support funding for our city's public libraries. Last week, the Council's Committee on Libraries, Parks, Recreation and Planning unanimously approved its budget recommendations for fiscal year 2013. The Committee identified and recommended an additional $5.2 million for the DC Public Library, including: - $2.2 million more for the book budget (For this current year, the book budget is just $1.7 million -- 58% less than in 2008, and 50-79% less than cities of comparable size, such as Baltimore, Seattle, Boston. This very low level of funding cannot sustain our libraries.) - Additional money for opening day book collections at Northeast Library and Woodridge Library - $2 million for capital improvements at libraries awaiting renovation, such as security and ADA compliance improvements - Funding for employee training to help keep library staff on pace with emerging trends, new research, and the latest technology Did you realize that most job applications are now online and residents who lack computers with Internet access are basically out of luck if these working, connected resources are not available at their local library? Tell your personal story to your council member. Story time for your children? Finding an atlas that doesn't list the Soviet Union? How will we raise our reading scores and adult literacy without proper library resources in our community? The committee has shown a strong commitment to restoring our public library system, but the next hurdle is ensuring the entire Council votes to support these recommendations. Quick Updates
Neighbors, Below please find a couple of quick updates: 8th St Medical Marijuana Dispensary After much delay as the City Council refined supporting code (and created exclusionary zones), the ANC will finally review an application to place a dispensary at 409 8th St. As a part of the application process, the ANC is afforded an opportunity to weigh-in, similar to liquor license applications. The District Dept of Health has sent each affected ANC a questionnaire to complete as part of the application process. The questionnaire asks the ANC to address the following three areas: 1. The ANCs¡¯ concerns or support regarding the potential adverse impact of the proposed location to the neighborhood. 2. The ANCs¡¯ concerns or support regarding an overconcentration or lack of dispensaries in the affected ward. 3. The ANCs¡¯ concerns or support regarding the proposed location¡¯s proximity to substance abuse treatment centers, day care centers, and halfway houses. We will be reviewing the issue at our next meeting, and I'm interested in your opinion on the matter. Hine The Zoning Commission hearing on the proposed development is scheduled for June 14th, and will probably take several meetings to fully adjudicate, possibly running into July before concluding. The ANC has designated Commissioner Ivan Frishberg and I to serve as the leads in negotiations for project related benefits, amenities and mitigations. We've conducted 2-3 negotiating sessions a week for the past several weeks, using the positions crafted by the ANC's Hine Sub-Committee as the basis for discussions, and expect to see a draft response from the developer around the 30th of April. If you've been following this endeavor, then you know that there are strong feelings toward the development on both sides of the ledger. Perhaps naively, I remain optimistic that negotiations will yield a development worthy of our neighborhood. Eastern Market Legislation Word from Councilmember Well's office is that they are seeking a date in the next month to bring revised legislation before the City Council's Committee of the Whole. Thus far, the Council Chair has yet to commit to a date for the hearing, citing a need to focus on preparation of the City's FY13 budget. ANC6B continues to lobby for a hearing as soon as possible, in order to disambiguate Eastern Market and Hine issues, and to provide the Market's future governance body with adequate time to conduct a thorough turnover prior to the beginning of FY 13. Performance Parking Pilot (PPP) DDOT has asked ANC6B to delay any request to expand the pilot area until late Summer (reason unknown). While the overwhelming majority of people I've spoken with support expansion of the pilot area to its legal boundaries (11th St to the East, East Cap to the North), the delay does provide more time to reach out to potentially impacted residents--a small blessing considering the visceral reactions people have to any change in parking procedures. Of note, the Mayor's proposed FY13 budget sweeps the non-automotive transit improvement budget (approximately $1M a year) from the PPP. Instead, the Mayor's budget earmarks revenues raised in the Pilot areas to pay down the City's WMATA tax. I understand the need to pay our fair share for Metro, but am hopeful that some compromise can be reached to retain at least a portion of the PPP funds for programming in the local area. Not only do I support the purpose of the non-automotive transit improvement budget, I hate to see the exercise in participatory budgeting written off as a one-time experiment. Sidewalks and Infrastructure ANC6B's Transportation Committee submitted the attached sidewalk repair priority list to DDOT in early April. Please note several SMD05 sidewalks on the list. I'm happy to report that in the intervening month since submission of this list, DDOT has almost fully repaired the 200 block of 12th St! I have to give DDOT a great deal of credit for being responsive to our requests and working diligently to repair the many sidewalks we've brought to their attention. Now on to 9th and 10th Street

After our location fell through at the 11th hour, it looks like her summer camp is back on again at Watkins ES, starting June 25 from 8:30 to 1:30. Ms. Frances takes the kids all over Capitol Hill every day: Union Station to the see the trains, museums, carousel on the mall, fire stations, playgrounds. She also does water play, outdoor science, arts and crafts, and music and movement with Ms. Audrey. We will also have special drop-in guests like African and Chinese story tellers, and more. Drought sneaks into D.C.¡¯s eastern suburbs, weather doesn¡¯t have to wither gardens

There is at least the chance for much needed rain this weekend. But if we miss out, then we are nearly guaranteed to fall below 50 percent of normal for the year next week. As you can see in the map to the right, we are not alone. The latest U.S. Drought Monitor shows drought conditions have officially commenced from Baltimore due south into Southern Maryland, including eastern Prince George¡¯s county and counties along the western shores of the Chesapeake Bay. East of the Bay, the drought has turned severe. (Northern and central Virginia - not pictured -are abnormally dry, but not yet in drought). A spring drought is a bit sneaky since it is hard for us to think about watering yet and yet we must. If you have trees, especially ones transplanted in the past 2 or 3 years, they need a good soaking unless this weekend is a drencher. Run a hose and let it run at a slow clip under it for 15 to 30 minutes if you can. The problem with trees is that you can¡¯t wait for them to show drought stress. If you do you are likely to have either a dead tree or one that is severely crippled. When it comes to other plants we can be a little more flexible in our planting and take advantage of some naturals at beating the dryness. Just taking a tour of my garden this past weekend was a real eye opener as to some very common plants that hold up quite well to dry conditions. One of my discoveries was that plants that have denser root systems seem to hold up better. Part of it may be the water stored in these bulbs, tubers and rhizomes but they also have stored nutrients to supply to the plant when water transport from the soils is difficult. Of course, the most glaring example of this is all the tulips and daffodils that are blooming as happily as ever. I only recently started planting these bulbs after a few years¡¯ hiatus. I have to tell you the selection out there is tremendous. By selecting early, mid and late varieties you can have a blooming season that starts in late February with crocuses and snowbells, and runs through May with late tulips and allium. Just as those give up the ghost, the lilies kick in and they bloom from June to August. I tuck these beauties in every nook I can find. They are just about trouble free and withstand the dryness like all those bulbs. Bulbs are not the only drought beating game in town. Some of the plants from our childhood were grown for just that reason. Iris is a prime example, (photo here) having a dense rhizome that grows along the surface. Peonies and day lilies have thickened tuberous roots that help them survive those dry spells much better than thinly rooted plants. In fact, cultural researchers looking for old farmsteads can often locate them by looking for beds of day lilies still going strong long after the structures are gone. The huge variety of day lilies has something for just about everyone. My only pet peeve is how the market has been overrun by the Stella d¡¯Oro type normally referred to as reblooming. It seems like more than half of the offerings are reblooming. I totally understand wanting a long bloom season but what I most appreciate about the more traditional ones is that their plethora of blooms that occur in about a three-week span. The rebloomers are just so much wimpier blooming. Even if it goes on all summer, it just isn¡¯t eye-popping like the more traditional. OK, off my soap box but if you have similar strong feelings, let¡¯s talk about it! One more tuberous plant you may not be as familiar with is the Acanthus, affectionately known as ¡°Bear¡¯s Breeches¡±. They have a long history and in fact their leaves are chiseled into stone adorning ancient Greek and Roman architecture. The blooms come in summer and are a little

All, My neighbor mentioned that a woman was attacked on our block Sunday afternoon around 2pm. She said that she heard her screaming and that some of the neighbors called the police / came to her assistance. I'm grateful for those who took action to help, but very upset that something like this would happen - especially in the middle of the afternoon on the weekend. This will likely be a standing room only crowd, focussed on briefing neighbors nearest to the project. * Thursday evening, 7PM at the Hill Center. This briefing will be to the ANC's Hine sub-committee, with an opportunity for community feedback and ANC debate to formulate a position on the latest designs. The developers, Stanton EastBanc, submitted revised designs in preparation for an Historic Preservation Review Board (HPRB) hearing in late April. The design changes are modest and attempt to address a punch list of items remaining from last September's HPRB review. Hi all, I just called and set up our service for the mosquito squad. Per their instructions, I am sending them an email listing the people in our neighborhood who plan to sign up for services. Once everyone signs up, we will have our discount of $100 off per family. When you call to set up your service, they will be able to look up your address and note who else has gone ahead and set up their treatment. You can remind them that you are supposed to get a neighborhood discount. Please let me know if you would like to be added to the list. So far, i have 214, 219, 222,and 228. Thanks, Mike

Update on Mosquito Squad 4
Hello all, I just spoke to Terry Selba over at Mosquito Squad of D.C. He said if more than 5 families in the neighborhood sign up for the service, they can extend a neighborhood discount of 100 off dollars per family. So it would take the cost from 400 dollars for the standard seasonal treatment package to 300 dollars. Plus, each family can choose a different type of spray - so if you want to have the all-natural treatment (which is 535, or 435 with the neighborhood discount), that's fine, and others can still have their yard treated with the standard treatment. As an added bonus, if you sign up and make your payment before March 31, we can get an additional 10 bucks off per family. Also, it doesn't sound like this needs to be all that coordinated - each family is on their own payment plan and chooses their own treatment as I said. We just need to let them know who is in and where our neighborhood is, and then each family can call separately, reference our neighborhood plan, and set up their treatment plan. I think we are definitely going to sign up for the standard treatment (which by the way is also safe for pets, kids, and plants - they just recommend your kid/ pet not stand out there while they're spraying or something and give the treatment about 30 minutes to set before going out to play and roll around). Let me know if you decide to join us, and i'll call them before the end of the week and tell them we have X number of families interested in the 200 block of 11th St/ Gessford Court area, and that they should expect each person to call to set up their treatment. Just remember when you call to let them know we are entitled to a neighborhood discount.
