Neighbors, Below please find the promised follow up to last week's updates: Sidewalks and Alleys ANC6B recently received a list of FY12 DDOT sidewalk repair projects. The good news is that many of the sidewalk issues identified by residents and during walk throughs with City staff are on the list (see attached). The 200 block of 12th, which in my opinion receives the award for "least walkable" sidewalk, features prominently on the list. The ANC's transportation committee is now working with DDOT to further determine priorities and project schedules. I'll be meeting tomorrow with Chris Fitzgerald, the Mayor's Ward 6 liaison, DDOT reps and neighbors abutting the alley between the 200 block of 9th and 10th Streets to discuss their alley's woeful state of repair. We've heard several times from DDOT that repairing the alley with bricks is cost prohibitive, but recent work on several other Cap Hill alleys proves that a quality repair is possible...we just need to push together. Eastern Market Legislation ANC6B finalized its position on pending EM legislation in late December. The ANC endorses the primary goal of the legislation, which would create a non-profit Trust to govern and operate the market, while recommending changes that improve the transparency and accountability of the Trust and proposing modest protections for existing vendors and tenants. In a recent meeting with Council Member Wells, he accepted the majority of the ANC's positions, and stated that his next steps are to: a) Incorporate feedback from the Eastern Market Community Advisory Community (EMCAC) and the Tenant's Council, which represents vendors and merchants; b) Rewrite the legislation to incorporate changes; and, c) Submit to Council the revised text as an amendment to the underlying amendment. The final ANC position is also attached. Vacant Properties I'm tracking the following properties as potentially vacant or blighted, and yesterday received the following updates during a visit with the DC Regulatory Agency's (DCRA) Vacant Property Unit (VPU): *123 13th St - An inspector assessed the property last month. The VPU is now attempting to contact the owner. The owner has 45 days to respond to the VPU and seek an exemption before the property is placed on the vacant property roles. Once on the vacant property list, the City will reclassify the property and tax it at a higher rate (5%). There are currently no liens on the property, but the property's taxes are not payed through 2011. *1125 Independence Ave - The VPU is scheduling an inspector to assess this property. *102 9th St SE - The property is currently classified as Class 3, vacant property and has $44,000 in outstanding tax payments, with the last payment made in 2006. *820 C St - Because city raised the structure on this property, the VPU does not track it. However, the City has a $140,000 lien against the property and at some point will begin collection actions against the owner. Ultimately, the city will auction or sell properties with outstanding liens and tax burdens. If you're interested in these properties, contact the DC Office of Tax and Revenue and let them know you'd like to see the properties put to better use. Medical Marijuana The city has delayed the dispensary application process, pending further review. This means that the ANC will not be considering an application to place a clinic on 8th St at this month's Alcoholic Beverage Committee (ABC) meeting. Crime and Punishment (Continued) Assistant US Attorney Bednar reports that he's received over 30 Community Impact Statements in support of the pending sentencing of Robert Vines, a chronic offender responsible for numerous crimes in our neighborhood. AUSA Bednar was optimistic that the statements would go a long way towards ensuring Mr. Vines receives a meaningful sentence. Thank you to those of you who took the time to send in a statement! Unfortunately, there have been no arrests in conjunction with the string of muggings in Nov/Dec, and thefts from auto continue to bedevil PSA 107, particularly in the area bounded by 6th & 7th St

Folks, I will be out of town this weekend, but wanted to pass this along to those who might be able to help. As many of you know, Friends of Kim Brenegar is renovating the triangular park at the intersection of 9th, Independence Ave and North Carolina Ave. From Carmella's e-mail, I assume they've hit some snags with funding. I'm committing $50 this weekend, and would encourage others to do what they can. This is truly an effort that will have an immediate and tangible impact on our neighborhood. Meeting with 311, Hine PUD sub-committee, next security walk and an SMD meeting
Neighbors, A busy week lies ahead. 311 ANC6B's Outreach & Constituent Services Task Force will be discussing 311 with Mrs. Wanda Gattison, from the District's Office of Unified Communication, this Wednesday night at the Hill Center from 7PM to 8PM. For those who don't know, 311 is the District's customer service center and a hub for almost all city service requests. Topics will include how to be a smarter user of 311 services and will include an opportunity to provide feedback on how well 311 does or does not work for you. If you can't make the meeting, feel free to send me your questions and feedback. Hine PUD Sub-Committee The Hine Planned Unit Development (PUD) sub-committee will meet at 7PM Thursday night at the Hill Center. This meeting will lay out and begin the process of prioritizing desired community benefits and amenities. Questions regarding the developments height and mass will also be discussed, and, hopefully, addressed. Again, if you can't make it and have something to say, please don't hesitate to contact me off-line. Next Lincoln Park Security Walk The next Lincoln Park Security Walk will occur this Friday, February 24th, from 9PM to 11PM. We'll muster at Megan Krause's home prior to the walk for coffee and hot chocolate. MPD will support. We had a great turn out at our last walk (8 people!) and I hope to sustain the same level of participation. SMD05 Meeting A reminder that there will be an SMD05 meeting on Thursday, March 1st from 7PM to 8:30PM at the SE library. The main topic of conversation will be expansion of the performance parking pilot. I have not yet confirmed Department of Transportation representation, but am doing my best to secure a rep. In the absence of a DDOT rep, I will do my best to help answer questions. I am also looking for volunteers to help flyer this meeting over the weekend. Security Walk and Vine's Sentencing Hearing
Neighbors, I wanted to remind you that we'll be walking tomorrow night from 9:30 PM to 11:30 PM (a small shift in the originally advertised time). If you're interested in walking, please contact me and I'll send you the address for Meg Krause. Meg will be providing coffee prior to the walk. Also, I want to personally thank those of you who provided community impact statements in support of the sentencing hearing for David Vines. Residents submitted over 40 community impact statements--a precedent. Mr. Vines hearing is tomorrow, and the below quote from Assistant US Attorney Thomas Bednar sums it up: "The showing of community impact has been so strong for this case that I don¡¯t think it¡¯s necessary to have anyone testify at the sentencing. If any community members or police want to attend, it will only give further proof to the judge that people really care about these types of crimes. Judge Beck should be sitting in courtroom 302 this week. She starts her calendar at 9:30 a.m. and should get to her sentencing matters in short order this Friday." 311--DC's Customer Service Center
Neighbors, I wanted to provide the attached information on 311, which was provided at a recent ANC meeting. The power point has some general info on 311 and the "quick tips" contains methods of contacting 311 (other than dialing 311!) and general guidelines on how long it takes to complete various service requests. For those new to the neighborhood, 311 is essentially the customer service center for the City, and acts as a clearing house for service requests for most city agencies. 311.dc.gov is a great on-line resource. You can not only submit and track a digital 311 request, you can use the "311 service requests map" to view all open 311 requests in the neighborhood. We've asked the 311 Operations Director, Erick Hines, to provide trending data for each Advisory Neighborhood Commission. Hopefully that will happen soon. Regards, Brian

Performance Parking Quick Facts, Vines, Hine, Res 13, Sidewalks
Neighbors, Thanks to those of you who made it to the SMD meeting on the 1st of March. I've updated the performance parking "quick facts" I handed out at the meeting. Hopefully it helps explain the program. It's clear to me from the meeting that while folks were generally in favor of the program, I have some questions to answer and more educating to do. I want to reiterate that expansion of the pilot area would not involve any new meters, nor would it create any restrictions for Zone 6 permit holders. Please contact me with any questions. WaPo recently featured an interesting article about our very own David Vines, the chronic break-in artist currently awaiting sentencing. The gist of the article is that we're fed up and we're doing something about it! Thanks to those of you who wrote community impact statements. The AUSA, Thomas Bednar, extolled the value of these statements, and I can tell from reading the sentencing package Mr. Bednar wrote that the community's response motivated him to treat the case with utmost seriousness. If you'd like to see the package for yourself, send me a note and I'll forward it to you (it's a quick, but hefty 50-page read). Vines is now scheduled to be sentenced on April 6. The ANC votes on Tuesday to approve an initial list of "big ticket" desired design changes, benefits and amenities associated with the Hine project. The five requested design changes are: 1) lower height at 7th & Penn 2) improved/larger plaza 3) lower height at 8th & D 4) improved facade for the D St building and 5) a design at 7th & Penn that does a better job of drawing people towards Eastern Market. The initial set of requested benefits and amenities include: 1) More/improved public use space 2) non-profit space 3) community meeting/multi-use feature 4) additional local retail and 5) a child care facility. The Hine sub-committee used the results of the public survey to inform the items considered. Further development of the "big ticket" list is certain to occur, and this does not include either a) requested mitigations or b) refinement and clarification of the benefits currently proffered by the developer. Stay tuned and look for a 3-D scale model at the Hill Center on 1 April. The meeting date for the Reservation 13 meeting with Mayor has changed (at his request). The meeting will now be held on March 22nd at 7 PM (location TBD). My sense of this issue is that it is going to rapidly become a focus of effort (it already is for several colleagues). A forewarning - we need to guard against any effort to pit Ward 7 against Ward 6, a potentially cynical ploy I feel some may use to push which ever side of the issue they favor. Lastly, DDOT has asked the ANC to prioritize a sidewalk repair request. Several of you have mentioned in passing that some problem spots are not currently on either the "punch list" I put together or on the City's FY12 work list. If you can drop me a friendly reminder of these spots, I'd appreciate it. FYI, I'm asking the ANC to prioritize the 200 block of 12th St--it's an impassable mess. Meeting Reminder - Mayor Gray and the Future of Res 13
Neighbors, Just a reminder that several of the near ANC's are hosting a meeting tonight with Mayor Gray to discuss the future of Reservation 13. If you've been following this, the Mayor is negotiating with the Redskins to place a training facility on approximately 30 acres of the 55 acre site. Many wonder how this will impact the Reservation 13 Master Plan, a plan constructed through a community driven process over a decade ago. The meeting is at the DC Armory from 7PM to 9PM. If you plan on attending, please bring some form of ID to get through security. Doors open at 6:30PM. Hope to see some of you there. Campaign Finance Reform
Neighbors, You may be aware of a city-wide effort to place a significant campaign finance reform proposal on the November ballot. If passed, the proposal will ban corporate contributions to DC election campaigns, constituent service funds and transition committees. In order to be placed on the ballot, the initiative must collect 22,000 signatures city-wide, including 4,000 from Ward 6 registered voters, by July 3rd. You can learn more about the initiative at: www.dcpublictrust.com. I'm helping organize signature collection efforts in Ward 6, and am actively seeking volunteers to collect signatures during the April 3rd primary and at other civic events throughout the Ward 6. Update on Mosquito Squad 4
Hello all, I just spoke to Terry Selba over at Mosquito Squad of D.C. He said if more than 5 families in the neighborhood sign up for the service, they can extend a neighborhood discount of 100 off dollars per family. So it would take the cost from 400 dollars for the standard seasonal treatment package to 300 dollars. Plus, each family can choose a different type of spray - so if you want to have the all-natural treatment (which is 535, or 435 with the neighborhood discount), that's fine, and others can still have their yard treated with the standard treatment. As an added bonus, if you sign up and make your payment before March 31, we can get an additional 10 bucks off per family. Also, it doesn't sound like this needs to be all that coordinated - each family is on their own payment plan and chooses their own treatment as I said. We just need to let them know who is in and where our neighborhood is, and then each family can call separately, reference our neighborhood plan, and set up their treatment plan.
