Good news--Dent arrested! 5
Neighbors, I received a "good news" call from Lt. Fowler this evening. Last night MPD arrested Mr. Dent, a repeat theft from auto offender and a person of interest in our recent rash of smash-and-grabs in the west Lincoln Park area. Mr. Dent was caught in the act of conducting a smash-and-grab along Tennessee Avenue in PSA 103. MPD also directly attributed one other smash-and-grab in the PSA 103 area to Mr. Dent. As they say in the nautical services, "Bravo Zulu" to MPD and their police work on this case. Keep your fingers crossed that Mr. Dent turns out to be our perpetrator and we see a decline in the number of incidents in the area. If Dent is directly tied to our local incidents, we can help MPD and the justice system keep him in jail for a longer period of time by preparing "community impact" statements to help influence sentencing. I've asked Lt. Fowler to keep us informed and let us know if these will be useful. In the event that Mr. Dent is not our perpetrator, I'd like to suggest that we continue with previously discussed prevention measures, such as periodic walks in the area, ride alongs with MPD, improvement of street lighting and extra vigilance in securing our belongings. Quick updates
Neighbors, Below please find a few quick updates on important neighborhood issues. Redistricting concludes Many of you may be aware that last week CM Wells publicized his final map submission to the Council Redistricting Sub-Committee. His plan restores the original boundary of ANC 6B, a positive development in my eyes. While redistricting may seem largely like inside baseball, it can significantly impact how political institutions represent residents on the issues that matter most to them (or whether they have any substantive representation at all), thus it is important to take an active stance on the matter. Stretching back to the often vitriolic Ward redistricting battles earlier in the year, I am happy to put the long, tedious and sometimes oblique process of redistricting in the rear view mirror. Liquor license renewals Both P&C Market (Corner of East Cap and 11th St) and Mott¡¯s Market (200 block of 12th St) seek to renew their class B liquor licenses. Class B licenses authorize the sale of wine and beer, and are most frequently associated with convenience stores and grocers. The ANC¡¯s Alcoholic Beverage Control (ABC) committee will review the applications this Thursday, beginning at 7PM, at the Southeast Library. I am not aware of any issues with either market and intend to support the renewal applications. Tom recently became our Single Member District (SMD) resident member of the ABC Committee (thank you Tom!). Mr. Dent, continuing smash and grabs and the next neighborhood walk My colleague, Commissioner Kirsten Oldenburg, provided an update on the status of Mr. Dent, our recently apprehended car thief. Here¡¯s the update, ¡°Lt. Fowler and others have informed me that Mr. Dent, whose case has been "papered", is being held in jail pending his status hearing scheduled for 29 November. According to the PSA 103 arrest posted on the 1D MPD Yahoo group, Mr. Dent is facing a felony charge of "destruction of property". Lt. Fowler also told me that another individual arrested for theft from auto crime has been released so we may not be able to expect a decrease in thefts from auto on the Hill since 10/14 when Mr. Dent was picked up. I will send out details with my monthly crime report next week.¡° I¡¯ve also received a few new reports of recent smash and grabs in the neighborhood. Clearly continued vigilance is required. We¡¯ll conduct our next neighborhood walk on November 9th, from 11PM to 1AM, rallying at Meg Krause¡¯s house for coffee and cider prior to the walk. Eastern Market Legislation Last Thursday, ANC6B and the Eastern Market Community Advisory Committee conducted a joint community session to gather feedback on the Eastern Market Preservation and Development Act. The act, if passed, will make significant amendments to current city laws governing the market. The most significant change is that the Act will transfer operational control and accountability for the market from the city to a non-profit Trust (the Eastern Market Preservation and Development Trust). Approximately 85 members of the Eastern Market community (residents and vendors) attended the session, offering constructive feedback on a broad range of issues. You can find the original law, a copy of the proposed amendments and a side-by-side functional comparison of the original and amended laws at http://anc6b05.com. The legislation sets the foundation of the future of the Market, therefore it's important to get this right. What is your vision for the future of the Market? Results of SMD Walk Around A week ago Friday I had an opportunity to review a number of issues in the SMD with the Mayor¡¯s Ward 6 Liaison, Chris Fitzgerald, DDOT representative Mark Bjorge and DCRA Inspector, Gil Davidson. SMD 05 Infrastructure Issues and Projects Punch List
Neighbors, I'm happy to report that last Thursday the city repaired several sidewalk issues on the west side of the 100 block of Kentucky Ave. I've linked to a punch list of additional issues and projects in the Single Member District (SMD). After surveying many of these issues with representatives from the Department of Transportation (DDOT), Department of Regulatory Affairs (DCRA) and the Mayor's office, many are now "on their radar". However, we'll need to collectively apply pressure and collaborate with the city to craft answers to a number of the longer term issues, such as permanent alley resurfacing. I also need the help of neighbors--I need folks to take ownership of these issues and assist with driving solutions. As always, let me know of any other issues of concern, and don't hesitate to provide feedback on the issues I'm tracking. Regards, Brian

OurCSA, want to join for next year? 2
So, many folks might remember that I sent out an invitation to join our CSA, One Acre farm (http://1acrefarm.com/), early this year. This Community Supported Agriculture (CSA) is run by our friend farmer Michael Protas who has a small farm out in MD near Rockville. He does a weekly delivery of fresh veggies to our porch for pickup from about mid-May thru November. It is just tying up for the year and Michael is holding an informational/wrap up post season meeting for us members and prospective members for next year are invited to come to learn more about it as well. The meeting will be at 2:30pm on Saturday, December 3rd at the South East Library. Hope to see interested neighbors there! Any questions just let me know and feel free to pass this info onto others. Dear neighbors and friends, Some of you may already know that my family and I will be moving to Paris by mid December for 2-3 years. We own a beautiful siamese/tortashell 12 year old cat, and we are looking to find a suitable home for her. Cocoa has been part of our family for 6 years, and is very affectionate around children and adults. She likes nothing better than to cuddle up next to you on the couch and on the whole is a very loving pet. We have started the ball rolling to have her fly with us and if we do not find a good home for her we will off course be taking her with us, but we are concerned that the travel and transition to a much smaller home in Paris will have an impact on her. Capitol Hill East Task Force Meeting Agenda

Personally, I'm not a huge fan of the geographic distinction, considering that when I walk across the street, I'm technically in "Hill East"! 16 December Security Walk and Burglary Prevention Tips from MPD
Neighbors, We'll be conducting a pre-holiday walk on Friday, 16 December, from 9PM to 11PM. Please contact me or Meg Krause (mkrause@...) if you're interested in walking. I am also passing along Burglary Prevention tips recently posted on the MPD-1 list serve. Regards, Brian Burglary Prevention Tips * Keep all doors and windows closed and securely fastened. An open window or door is an open invitation for burglars. Thieves are also quick to spot weak locks that may be easily forced open. Doors should have deadbolt locks with a one inch throw and reinforced strike plate with three inch screws. All windows should have window locks. * Secure sliding glass doors. Place a metal rod or piece of plywood in the track and install vertical bolts. These will help prevent burglars from forcing the door open or lifting it off the track. * Always lock the door to an attached garage. Don't rely on your automatic garage door opener for security. * Create the illusion that you are home by using timers on lights, radios and TV's. Making your residence appear occupied, even when no one is home, will deter criminals. * Keep the perimeter of your home well lighted. Installing low voltage outdoor lighting is a cost-effective way to discourage intruders, as well as highlight a house. These should be supplements by bright motion-sensitive lighting. * Never leave clues that you are away on a trip. Have a trusted neighbor collect mail and newspapers while you are away so delivered items do not accumulate. You can also ask a neighbor to park in your driveway or parking place to make it appear that you are present. * Keep some shades and blinds up and curtains open to maintain a normal, everyday appearance in your residence. * Never leave a message on your telephone answering machine telling people that you are away from home. A message that you will return at a certain time leaves your home vulnerable in the interim. * Keep shrubbery trimmed away from entrances and walkways. While large, ornate hedges may be beautiful, they also provide a hiding place for burglars who need only a minute to break in through a window or door. Our number 1 tip is to always lock your doors and windows. I'm sure that some think that it is silly to remind folks to lock their doors, but you may be surprised how many unlocked homes are burglarized. During the holiday season we also need to be aware of advertising to potential thieves what items you may have received as gifts. Be mindful of how you dispose of boxes for computers, televisions and video game systems. The First District also has officers who have experience in conducting home security surveys. Draft EM recommendations
Neighbors, ANC6B will consider the attached draft recommendations on pending Eastern Market legislation next Monday, 19 December at the National Community Church on 8th St, beginning at 7PM. As the primary author of the recommendations, I sought to balance the ability of the market to move forward and evolve, with the need to provide a stable operating environment for the small businesses and entrepreneurs who earn their living at the market. Overall, I am strongly in favor of the legislation. Unification of responsibility, accountability and authority for market operations is absolutely essential to ensuring the future viability of the market, and to preserving its character.
