Subject: Halloween:: DC govt plans for improving public safety on East Capitol blocks this year

? Just wanted to pass along to everyone the planned measures of DC agencies re improving public safety on the East Capitol blocks on Halloween eve this Thursday. You may recall that the ANCs had been in discussion with them for the last few months on possible closure of the blocks to traffic for the evening. For the reasons detailed in an earlier email, that is not going to happen. However, I learned this afternoon that DC agencies intend to do the following this year:

  • MPD will provide an increased police presence on the East Capitol blocks from 8th to 11th.?They did not give numbers but noted that it would be a substantial increase from last year.
  • DDOT will post a pair of Traffic Control Officers at 4 intersections: East Capitol and 8th; East Capitol and 9th; East Capitol and 10th; East Capitol and 11th.?The officers will be posted from 6pm until 11pm. (I noted that trick or treating might begin as early as 5pm, but was told that they had considered this but their timing was targetted to the fall of dusk.
  • DDOT will set up two?Light Towers one at 9th and East Capitol and one at 10th and East Capitol.?Their plan is to set them up around 6pm and keep them in place until 11pm. I thought that 11pm might be a bit late and noted this but said I'd check with all of you and get back to them tomorrow. I've also asked for some kind of description of the light towers, their intensity and angles to make sure they aren't beaming into people's?bedroom windows.

Note, the light tower idea didn't come from ANC commissioners and today is the first I've heard of it in tangible terms. The DC agencies discussed this among themselves and decided to throw it in. I'm trying to get more exact details on this. Hopefully, it's a good idea. If anyone feels strongly it is?not?a good idea, please give a shout.
