Georgetown to Downtown Safety Project Update

Crews have been making steady progress on completing the protected bike lanes on Airport Way S. We rechannelized the road to accommodate the future protected bike lane and other design elements that aim to improve safety for all travelers. You will begin to see the bike lane fully take shape during the next few weeks, along with other pedestrian and safety improvements in the project area.

Over the next few weeks, you’ll see the following construction activities in the area:

  • Installing concrete protected bike lanes on 6th Ave S from S Alaska St to S Bradford St?
  • Installing improvements to utilities, sidewalks, and curb ramps at Airport Way S and S Lucile St and at 6th Ave S and S Bradford St??
  • Electrical and signal improvements at the intersection of Airport Way S and S Lucile St?
  • Preparing the intersection of 6th Ave S and S Spokane St for construction?

What to expect during construction:?

  • Reminder to freight operators and drivers: The right turn slip lane to S Lucile St is permanently closed. Freight and oversized vehicles must detour via right turns onto 13th Ave S, S Bailey St, S Michigan St, and 4th Ave S. We advise freight operators and those who drive oversized vehicles to plan ahead and use patience while traveling through the area.?

  • The northbound through-lane on Airport Way S will be reduced to a single lane 24/7. We recommend commuters driving northbound to detour to 4th Ave S before S Lucile St.
  • Pedestrian access will be maintained. Pedestrian detours may be longer than usual
  • Access to businesses will be maintained
  • Typical work hours are from Monday to Friday, starting at 9:00 AM and finishing at 3:00 PM
  • We will avoid work and traffic control during the peak hours of 7:00 AM to 9:00 AM and 4:00 PM to 6:00 PM
  • We may need to temporarily change the traffic flow to accommodate the construction work.
  • There will be temporary restrictions on parking.
  • Some of the work activities might be noisy. This includes using backup alarms for safety, heavy vehicles, and power tools.
  • Some construction may require temporary changes to bus routes. Visit the??for rider alerts.

Project Design

During construction, you will see us making the following changes:

  • Two-way protected bike lane on the west side of the street from Airport Way S and S Lucille St to S Nevada St and 6th Ave S
  • One-way protected bike lanes on 6th Ave S from S Nevada St to S Forest St
  • Two-way, center turn lane on 6th Ave S from south of S Forest St to S Spokane St, making it safer and easier for vehicles to enter and exit driveways
  • S Spokane St and Airport Way S: New traffic signal, signalized bike crossing, and bike ramp
  • S Lucile St and Airport Way S: New signalized bike crossing, ADA curb ramps, and refreshed crosswalk markings
  • All-way stop on 6th Ave S at both the intersections with S Alaska St and S Nevada St?
  • Raised bus stop on the west side of Airport Way S at S Edmonds St
  • Parking removal on the west side of 6th from Alaska to Industrial to allow for two-way freight movements.

Georgetown to South Park Connection Update

Construction on the Georgetown to South Park Safety project began on Monday, November 18!

Over the next few weeks, you’ll see the following activities in the project area:

  • Landscaping on S Bailey St, 13th Ave S, S Albro Pl, and Ellis Ave S
  • Restoring roadway pavement and sidewalk on Ellis Ave S between S Elizabeth St and S Myrtle St
  • Restoring asphalt on Ellis Ave S
  • Roadway work along E Marginal Way S between 16th Ave S and Ellis Ave S
  • Continuing signal and storm drain improvements at the intersection of E Marginal Way S and 16th Ave S

*Please note that much of this work is weather dependent and subject to schedule changes.

We've heard from the community over the last two weeks about their concern that the changes we are making on Ellis Ave S might not leave enough space to retain parking on the west side of the street. Our project worked closely with our contractor and confirmed that our design will retain a parking lane on the west side of Ellis Ave S. The new parking lane will be slightly narrower at 7 feet wide, which meets our standard minimum width for on-street parking. Like most roadway changes, this may require some time for people driving to adjust and get used to. We thank you for your patience and understanding.

What to expect during construction

During construction, you can expect the following:

Attention business owners and managers near the Georgetown to South Park Connection Project: so we can keep you updated and work with you to reduce construction impacts as much as possible. All questions are optional.

Here's a summary of the changes we'll be making:

  • New or repaved sidewalk on S Bailey St and 13th Ave S

The Flume site (located on S Myrtle St), formerly owned by Seattle City Light (SCL), will now serve as an off-leash area (dog park) and a shared-use path for those walking, biking, and rolling between Georgetown and South Park.?

April, Earth Month, serves as a vital reminder of our shared responsibility to care for and steward the land that sustains us. In this time of reflection, it’s important to recognize how environmental justice is inherently connected to Indigenous ways of life, especially in communities like the where stewardship of the land has been a cornerstone of their culture for thousands of years. For us, the fight for environmental justice is not just about addressing pollution or advocating for cleanup—it's about restoring the sacred relationship between people and the land, a relationship that has been nurtured by Indigenous peoples for generations.

Caring for the land is deeply rooted in Indigenous traditions, where the land is viewed not as a resource to be exploited, but as a living entity to be respected and cared for. The Duwamish River, which runs through Seattle and is central to the history and identity of the Duwamish Tribe, is more than just a body of water; it is a source of life, sustenance, and culture. For the Duwamish people, stewardship of the river and its surrounding ecosystems is not just a matter of environmental protection—it is a spiritual and cultural responsibility. The river, like the land, is treated with reverence and respect, as both a provider and a partner in the health of the community.

DRCC’s work is a direct reflection of these values. Our Coalition seeks to restore the Duwamish River to a healthy state, ensuring that it continues to support both the environment and the people who depend on it. Our Coalition’s efforts are a manifestation of the Duwamish Tribe's ongoing role as caretakers of the land, even as they face the challenges of pollution, industrialization, and historical neglect. DRCC’s advocacy for cleaning up the river, protecting local ecosystems, and securing health and safety for the people living in the area is all part of our broader commitment to land stewardship and environmental justice.

In the spirit of Earth Month, let us embrace the teachings of stewardship, recognizing that caring for the land is not just an act of preservation, but one of healing, justice, and respect for the generations that came before and the ones that will follow. The work of DRCC, grounded in the traditions of Indigenous care for the Earth, exemplifies how environmental justice and stewardship are inseparable in the fight to protect both the land and the communities that rely on it.

Flood Community Advisory Group (CAG)

DRCC, in partnership with Just Health Action, Villa Comunitaria and Seattle Public Utilities (SPU), is happy to announce the end of an uneventful King Tide season and the close of our second year of the Flood CAG. This group, made up of community members impacted by the River overtopping of December 2022, spent a fruitful season discussing short-, mid-, and long-term climate resilience options. We talked about protecting our homes and community from potential flooding, reviewed SPU’s Emergency Response Plan, and built capacity and relationships as neighbors. We are grateful for SPU’s support in this endeavor and are looking forward to the next six months without River-overtopping fears to dig into priorities, which include externally funded flood insurance and other forms of resilience.

UW/DRCC Living With Water Project

DRCC is continuing its partnership with the UW EDGE Center on our Living With Water project, in which we survey community members to define our priorities with regards to long-term climate resilience. We have been recruiting community for one-on-one interviews and are looking forward to focus group discussions in May. These will be followed by community-wide workshops in June to refine our understanding of flooding pathways and community-led visioning of how to address. Are you a South Park community member? Congratulations to our Duwamish Valley Youth Corps-Winter Cohort and we are very grateful for the 56 youth who engaged with our Program these last months!? We loved learning with them about Environmental Justice issues doing cleanups, bringing art to express their community advocacy, learning more about the HEAL Act, filming videos for Zero Waste and working on Climate Resilience.?

Happy Spring! As the days grow longer and the weather begins to brighten, we are so excited to welcome a new (and returning) group of students into the DVYC host of programs!?

We begin our spring cohort with orientation this Thursday, April 3rd! This will be an opportunity for youth to learn about the Duwamish Valley Youth Corps, what we offer, and what they can expect. Do you know someone who lives in the Duwamish Valley who is between the ages of 13-19 years old? We would be happy to meet them and have them join our program!

This spring we are beyond excited to be partnering with Mini Mart, Dirt Corps, and the South Park Library to host a variety of cohorts for students to participate in. This season we will also be working with support from our partners at Seattle Public Utilities, The University of Washington College of the Built Environment, and Reconnect South Park to provide engaging, informative workshops and hands-on learning experiences. We all work together to get youth involved in the community, creating opportunities for their voices to be heard, and for them to step into their power. Stay tuned to our next newsletter to learn more about our cohorts and what they’re getting up to!

We also look forward to working with the folks from the Maritime High School to provide boat tours, the Kraken One-Roof Foundation, and Duwamish Alive! to provide engaging opportunities to be out in the community and along the beautiful Duwamish River.?

Clean Air?

On Tuesday, March 18th, 2025, DRCC hosted our first Clean Air Community Meeting of the year with over 35 community members in attendance!! We reported-back on our recent work, including our Clean Air Program efforts, recent air monitoring projects, and the 2025 legislative session. We also had a conversation about what climate justice should look like in South Park and Georgetown.


Loudly and clearly, we heard that the community is still incredibly concerned with trucks in their neighborhoods, dust and particulates and the loss of old evergreen trees from construction and expansions, airplane emissions, and indoor air quality hazards. We will continue to elevate and fight for these concerns as a part of DRCC’s Clean Air Program and Climate Policy work.

Project Design

During construction, you will see us making the following changes:

  • Two-way protected bike lane on the west side of the street from Airport Way S and S Lucille St to S Nevada St and 6th Ave S
  • One-way protected bike lanes on 6th Ave S from S Nevada St to S Forest St
  • Two-way, center turn lane on 6th Ave S from south of S Forest St to S Spokane St, making it safer and easier for vehicles to enter and exit driveways
  • S Spokane St and Airport Way S: New traffic signal, signalized bike crossing, and bike ramp
  • S Lucile St and Airport Way S: New signalized bike crossing, ADA curb ramps, and refreshed crosswalk markings

Georgetown to South Park Connection Update

Construction on the Georgetown to South Park Safety project began on Monday, November 18!

Over the next few weeks, you’ll see the following activities in the project area:

  • Landscaping on S Bailey St, 13th Ave S, S Albro Pl, and Ellis Ave S
  • Restoring roadway pavement and sidewalk on Ellis Ave S between S Elizabeth St and S Myrtle St
  • Restoring asphalt on Ellis Ave S
  • Roadway work along E Marginal Way S between 16th Ave S and Ellis Ave S
  • Continuing signal and storm drain improvements at the intersection of E Marginal Way S and 16th Ave S

*Please note that much of this work is weather dependent and subject to schedule changes.

We've heard from the community over the last two weeks about their concern that the changes we are making on Ellis Ave S might not leave enough space to retain parking on the west side of the street. Our project worked closely with our contractor and confirmed that our design will retain a parking lane on the west side of Ellis Ave S. The new parking lane will be slightly narrower at 7 feet wide, which meets our standard minimum width for on-street parking. Like most roadway changes, this may require some time for people driving to adjust and get used to. We thank you for your patience and understanding.

What to expect during construction

During construction, you can expect the following:

  • Typical work hours are from Monday to Friday, starting at 7:00 AM and finishing at 5:00 PM.
  • We may need to temporarily change the traffic flow to accommodate the construction work.
  • There will be temporary restrictions on parking.
  • Some of the work activities might be noisy. This includes using backup alarms for safety, heavy vehicles, and power tools.

This is a great resource for people who want an in-depth look at what we’ve been learning and discussing together.?

Crews have been making steady progress on completing the protected bike lanes on Airport Way S. We rechannelized the road to accommodate the future protected bike lane and other design elements that aim to improve safety for all travelers. You will begin to see the bike lane fully take shape during the next few weeks, along with other pedestrian and safety improvements in the project area.

Over the next few weeks, you’ll see the following construction activities in the area:

  • Installing concrete protected bike lanes on 6th Ave S from S Alaska St to S Bradford St
  • Installing improvements to utilities, sidewalks, and curb ramps on Airport Way S near the intersection of S Lucile St, and 6th Ave S and S Bradford St
  • Electrical and signal improvements at the intersection of Airport Way S and S Lucile St

What to expect during construction:?

  • The right turn slip lane to S Lucile St is permanently closed. Freight and oversized vehicles must detour via right turns onto 13th Ave S, S Bailey St, S Michigan St, and 4th Ave S. We advise freight operators and those who drive oversized vehicles to plan ahead and use patience while traveling through the area.?

  • As early as March 20, there will be intermittent detours for traffic turning onto westbound S Lucile St from Airport Way S. Northbound turning traffic will be rerouted via Airport Way S, Industrial Way S, and 4th Ave S. Southbound turning traffic will be rerouted via Corson Ave S, S Michigan St, and 4th Ave S. Please see map below for more details:?

  • The northbound through-lane on Airport Way S will be reduced to a single lane 24/7. We recommend commuters driving northbound to detour to 4th Ave S before S Lucile St.
  • Pedestrian access will be maintained. Pedestrian detours may be longer than usual
  • Access to businesses will be maintained
  • Typical work hours are from Monday to Friday, starting at 9:00 AM and finishing at 3:00 PM
  • We will avoid work and traffic control during the peak hours of 7:00 AM to 9:00 AM and 4:00 PM to 6:00 PM
  • We may need to temporarily change the traffic flow to accommodate the construction work.
  • There will be temporary restrictions on parking.
  • Some of the work activities might be noisy. This includes using backup alarms for safety, heavy vehicles, and power tools.

We are planning short-term closures on S Alaska St, S Horton St, S Hanford St, and S Atlantic St at E Marginal Way S in March and April. These closures allow us to safely install the new dynamic message sign, do drainage work, and make railway repairs along E Marginal Way S. Most closures will not happen at the same time. Please pay attention for flaggers and detour signs when traveling through the area.

What to expect

  • Full closure of S Horton St at E Marginal Way S with signed detours. This closure will start as soon as Thursday, March 13, and last up to 2 days.
  • Lane closures on S Hanford St at E Marginal Way S with signed detours and flaggers. This closure will start as soon as Monday, March 17, and last up 8 business days.
  • Closure of S Alaska St at E Marginal Way S and 1 northbound lane of E Marginal Way S at S Alaska St with signed detours. These closures will start as soon as Wednesday, March 19, and last 1 day.
  • Full closure of S Atlantic St at E Marginal Way S with signed detours. This closure will start as soon as Monday, March 31, and last up to 2 weeks.
  • Partial eastbound turn lane closure at S Atlantic St coming north from Alaskan Way S. This closure will start as soon as Monday, March 31, and last approximately 3 weeks.

Planning continues for Mouth of Duwamish Wet Weather Facilities

King County is working to develop a proposed solution to control overflows from five combined sewer overflow (CSO) outfalls near the mouth of the Duwamish River. The proposed solution must meet federal and state regulatory requirements and may include a wet weather treatment station, a storage tank, an outfall to discharge treated water, and pipes and supporting facilities that connect flows along the way.?

We expect to share a proposed solution this spring, at which point we will begin a review under the State Environmental Policy Act (SEPA) to evaluate environmental impacts. We will also seek approval from the Washington State Department of Ecology.?

We will have more to share in the coming months about these processes and how you can get involved.?

Cleanup Construction Activities

All construction is done in Sediment Management Areas (SMAs) 2A, 2B, 3, 4, 6, 8, 11B, and C1. In SMA 9, installation of sheet pile to stabilize the shore was completed in anticipation of dredging adjacent sediments. This concludes construction activities for the first construction season in the upper reach of the Lower Duwamish Waterway. We are now focused on demobilizing construction equipment. Please see the map of cleanup areas linked below.?

During this first season, construction teams removed approximately 14,000 cubic yards of contaminated sediment, filling 222 rail cars. This is about 18% of the upper reach cleanup area.?

Construction Season 1 Wrap-up Activities

Season 1 in-water cleanup activities ended on February 27, and the last of the above water work was completed on March 5. Demobilization of the construction equipment will occur during the week of March 10. Demobilization will include removing equipment and supplies from the barges. Demobilization activities will take place at the Contractor’s (Pacific Pile and Marine) waterfront property along South Riverside Drive.?

What to Expect in Construction Season 2

During the second season, from October 2025 into February 2026, the Contractor will resume cleanup activities, such as dredging of contaminated sediment and placement of clean material. Detailed schedules will be developed in summer 2025, and updates will be shared with the community as soon as they become available. ?

Cleanup activities during the second season and beyond will be more visible to the community. Construction vessels and equipment will be operating closer to residential areas, parks, and the South Park Bridge.
