Georgetown to South Park Connection Update

Over the next few weeks, you’ll see the following activities in the project area:

  • Signal improvements at 13th Ave S and S Albro Pl and at 16th Ave S and E Marginal Way S
  • Restoring roadway pavement, sidewalk, and asphalt on Ellis Ave S south of S Willow St and on S Myrtle St. Please consider using the Georgetown Healthy Street as a temporary detour during construction.
  • Landscaping on Ellis Ave S and E Marginal Way S
  • Weekend work: Storm drainage work at the E Marginal Way S and 16th Ave S intersection as early as May 17

*Please note that much of this work is weather dependent and subject to schedule changes.

We've heard from the community over the last several weeks about their concern that the changes we are making on Ellis Ave S might not leave enough space to retain parking on the west side of the street. Our project worked closely with our contractor and confirmed that our design will retain a parking lane on the west side of Ellis Ave S. The new parking lane will be slightly narrower at 7 feet wide, which meets our standard minimum width for on-street parking. Like most roadway changes, this may require some time for people driving to adjust and get used to. We thank you for your patience and understanding.

What to expect during construction

During construction, you can expect the following:

  • Typical work hours are from Monday to Friday, starting at 7:00 AM and finishing at 5:00 PM.
  • We may need to temporarily change the traffic flow to accommodate the construction work.
  • There will be temporary restrictions on parking.
  • Some of the work activities might be noisy. This includes using backup alarms for safety, heavy vehicles, and power tools.

Construction survey for businesses

Attention business owners and managers near the Georgetown to South Park Connection Project: so we can keep you updated and work with you to reduce construction impacts as much as possible. All questions are optional.

Here's a summary of the changes we'll be making:

  • New or repaved sidewalk on S Bailey St and 13th Ave S

The Flume site (located on S Myrtle St), formerly owned by Seattle City Light (SCL), will now serve as an off-leash area (dog park) and a shared-use path for those walking, biking, and rolling between Georgetown and South Park.?

Georgetown to Downtown Safety Project Update

Crews have been making steady progress on completing the protected bike lanes on Airport Way S. We rechannelized the road to accommodate the future protected bike lane and other design elements that aim to improve safety for all travelers. You will begin to see the bike lane fully take shape during the next few weeks, along with other pedestrian and safety improvements in the project area.

Over the next few weeks, you’ll see the following construction activities in the area:

  • Night work on 6th Ave S: Crews stripe 6th Ave S between S Alaska St and S Spokane St May 12-13. Work hours are approximately 7:00 P.M. and 6:00 A.M. There will be a temporary detour for northbound traffic in place during this time, please allow for additional travel time.
  • Night work on Airport Way S: Crews stripe northbound Airport Way S from S Lucile St to S Alaska St as early as May 19 - 22. Southbound traffic will be reduced to one lane during work hours. Work hours are approximately 7:00 P.M. and 6:00 A.M. There will be a temporary detour in place during this time, please allow for additional travel time.
  • Installing new signage along the project corridor, beginning at 6th Ave S and S Forest St and working south.
  • Electrical and signal improvements at Airport Way S and S Lucile St and at 6th Ave S and S Spokane St
  • Pouring new sidewalks and curb ramps at the intersection of 6th Ave S and S Spokane St

What to expect during construction:?

  • Detours during night work on 6th Ave S May 12-13. Signage will be placed well ahead of the detour. Please see the map below for details:

  • Pedestrian access will be maintained. Pedestrian detours may be longer than usual
  • Access to businesses will be maintained
  • Typical work hours are from Monday to Friday, starting at 9:00 AM and finishing at 3:00 PM
  • We will avoid work and traffic control during the peak hours of 7:00 AM to 9:00 AM and 4:00 PM to 6:00 PM
  • We may need to temporarily change the traffic flow to accommodate the construction work.
  • There will be temporary restrictions on parking.

Project Design

During construction, you will see us making the following changes:

  • Two-way protected bike lane on the west side of the street from Airport Way S and S Lucille St to S Nevada St and 6th Ave S
  • One-way protected bike lanes on 6th Ave S from S Nevada St to S Forest St
  • Two-way, center turn lane on 6th Ave S from south of S Forest St to S Spokane St, making it safer and easier for vehicles to enter and exit driveways
  • S Spokane St and Airport Way S: New traffic signal, signalized bike crossing, and bike ramp
  • S Lucile St and Airport Way S: New signalized bike crossing, ADA curb ramps, and refreshed crosswalk markings

May is Asthma Awareness Month, so we invite you all to carefully think: Do you know anyone with asthma??

In 2019, the Duwamish River Community Coalition relaunched the Clean Air Program with one of the primary goals being the reduction of childhood asthma hospitalization in the Duwamish Valley.?

The Clean Air Program began because of how important it is for us to address the health impacts from poor air quality in the Duwamish Valley. We regularly hear that this is an issue throughout our community meetings, work groups, and youth teams; the health impacts from poor air quality are one of our primary concerns. We feel it, see it, and face the impacts on a regular basis. We have also documented these health impacts.

that DRCC and Just Health Action completed in 2013 found the childhood asthma hospitalization rates were higher in our zip code than in other parts of Seattle. showed that childhood asthma hospitalization rates in the 98108 zip code were approximately 300 per 100,000 people from 2006 to 2010. This was the highest rate among other zip codes in Seattle.

Over the most recent four years of data (2017-2021), there were approximately 190 childhood asthma hospitalizations per 100,000 people in the 98108 neighborhoods. Seemingly, the number has gone down. However, does this mean that it has gotten better because of stronger protections throughout the state or country? The answer may surprise you.

Asthma hospitalization rates have likely declined due to many factors, and we believe that all the work DRCC does and the work that YOU all are doing in your work has helped bring hospitalization rates down. Focusing on environmental issues, medical care, social needs of vulnerable populations, and working to reduce air pollution does eventually help everyone.

However, despite these strides, the 98108 emergency room, urgent care, and hospitalization rates for asthma in children are still the highest across all Seattle zip codes. This month we want to focus on clean air and asthma. Let’s start by asking ourselves the questions: Do I know someone who has asthma? How will my work impact air quality, especially in Frontline communities? What does this law do for environmental justice communities??

As we observe Asthma Awareness Month, let us reaffirm our commitment to environmental justice in the Duwamish Valley. By addressing the root causes of air pollution and supporting community-driven solutions.

What is The Heal Act??

The HEAL Act (Healthy Environment for All Act) is Washington State’s groundbreaking environmental justice law, passed in 2021, that requires state agencies to prioritize the health and well-being of communities disproportionately affected by pollution and environmental harm.

In the Duwamish Valley, where residents—many of whom are low-income and BIPOC—face high levels of air and water pollution, the HEAL Act strengthens efforts to address long-standing environmental injustices. It supports targeted investments, community engagement, and policy changes that promote cleaner air, safer neighborhoods, and improved health outcomes for the area’s residents.

Preparing for Community Outreach

Our Advocacy team has been busy this month, prepping for a busy summer of outreach events. In May we have multiple boat and walking tours, opportunities to table both inside and outside of the Duwamish Valley, and events at Concord Elementary as well as our final Flood Community Advisory Group meeting of the year. We have been uplifting community priorities regarding mature tree protections and a Memorandum of Understanding with Parks and Recreation providing community benefits at the new South Park Community Center playfield. We recently partnered with Parks and Rec and Cultivate South Park to celebrate the opening of the new South Park Plaza. We were so happy to spend a beautiful sunny day with our neighbors enjoying our long-awaited park.

Spotlight on Community Connections: A Special Visit from the Bill Anderson Fund

On April 3, we had the pleasure of welcoming the brilliant doctoral fellows from the Bill Anderson Fund - a national network of scholars committed to reducing harm and building resilience in communities hit hardest by extreme events and environmental hazards.

Together, we explored the heart of South Park, sharing powerful stories of the Duwamish River’s past and present impact. Along the way, we reflected on the strength and spirit of our community and what it means to stand together in advocacy. It was an inspiring day filled with conversation, connection, and a shared commitment to supporting climate impacted communities.

On March 18th, over 40 people joined in-person and online for a Clean Air & Climate Community Meeting in the Duwamish Valley, highlighting that the fight for clean air and equitable health outcomes is still a key priority for the community. What is the Policy Advocacy Team (PAT)?

DRCC is starting a new community team focused on advocacy and we are calling it the Policy Advocacy Team (PAT). We aim to have the group lead an advocacy effort and learn the skills to successfully follow through.The commitment consists of approximately one 2-hour meeting a month and we will develop and choose the advocacy effort as we start. If you are interested in being a part of a more coordinated effort towards a just environment or want to learn more please feel follow up with us and fill out the survey below:

DRCC submitted a comment letter

The Snopac Property is located at in Seattle. It is approximately 1.3 acres on the east bank of the Lower Duwamish Waterway (LDW), at the head of Slip 1. Olympic Lighterage Company used the Site for shipping operations from 1935 to 1940. Pioneer Towing Company occupied the buildings and utilized underground storage tanks (USTs) from 1935 through 1970. Marine Leasing/Marine Logistics in connection with Marine Power & Equipment utilized the warehouse for marine equipment storage and unlawfully disposed of spent sandblast grit (SBG) on the Site between 1973 and 1988. The contaminated SBG was waste from boat cleaning and maintenance operations. Snopac Products Inc. operated a fish packing facility in the building from 1992 to 2008. In 2008 they relocated the business, leaving the property and warehouse vacant. 5055 Property LLC purchased the property in 2012 and removed the warehouse on the Site in 2019.

To address the contamination found at the Site, 5055 Properties LLC prepared a Feasibility Study, which evaluated three different cleanup alternatives. The costs and environmental benefits of the alternatives were then compared, leading Ecology to select a cleanup action.

It was a beautiful day and we are so grateful to everyone who collaborated to put on a fantastic event. We had a wonderful time walking around the neighborhood, collecting trash and preventing pollution from contaminating our precious Duwamish River and surrounding habitats. Over the past few months, we've been listening—gathering stories, concerns, and ideas from community members, especially those directly affected by flooding. At this event, we’ll share what we’ve learned and invite you to help imagine solutions for how our neighborhood can adapt to rising waters and future floods. During this event, we will?reflect and co-design strategies for resilience in the face of sea level rise. Refreshments will be served, and stipends are available for community participants.

Our Toxics Cleanup Program is partnering with other state and local public health agencies on soil testing events this spring. Bring in a soil sample from your yard (watch our on how to collect a sample for best results) to have it tested for arsenic and lead. Early application period for clean water grants and loans

The annual application period for Ecology’s clean water funding is happening earlier this year. This funding program covers hundreds of projects a year, including wastewater and stormwater infrastructure, stormwater community-based public-private partnerships, stream restoration, and outreach and education activities. The application cycle will run from July 22 to Sept. 3, 2025; funding will be announced by July 2026. Local governments, Tribes, universities, conservation districts and nonprofit organizations can all be eligible for funding. More information on clean water funding is available at

Georgetown to Downtown Safety Project Update

Crews have been making steady progress on completing the protected bike lanes on Airport Way S. We rechannelized the road to accommodate the future protected bike lane and other design elements that aim to improve safety for all travelers. You will begin to see the bike lane fully take shape during the next few weeks, along with other pedestrian and safety improvements in the project area.

Over the next few weeks, you’ll see the following construction activities in the area:

  • Weekend work on 6th Ave S: Pouring concrete protected bike lanes on 6th Ave S from S Bradford St to S Spokane St as early as April 26 and April 27 (weather dependent). There will be a temporary detour in place during this time, please allow for additional travel time.
  • Night work on 6th Ave S: Crews will begin laying new lane striping on 6th Ave S between S Forest St and S Spokane St as early as April 28 through May 13. Work is scheduled to take place between 7:00 P.M. and 6:00 A.M. each night. There will be a temporary detour in place during this time, please allow for additional travel time.
  • Installing improvements to the roadway, sidewalks, and curb ramps at Airport Way S and S Lucile St and at 6th Ave S and S Bradford St
  • Possible electrical and signal improvement installation work at the intersection of Airport Way S and S Lucile St and 6th Ave S and S Spokane St
  • Pouring new sidewalks and ADA ramps at the intersection of 6th Ave S and S Spokane St

What to expect during construction:?

  • Detours during weekend work on 6th Ave S as early as April 26 and 27. Signage will be placed well ahead of the detour. Please see the map below for details:

  • The northbound through-lane on Airport Way S will be reduced to a single lane 24/7. We recommend commuters driving northbound to detour to 4th Ave S before S Lucile St.
  • Pedestrian access will be maintained. Pedestrian detours may be longer than usual
  • Access to businesses will be maintained
  • Typical work hours are from Monday to Friday, starting at 9:00 AM and finishing at 3:00 PM
  • We will avoid work and traffic control during the peak hours of 7:00 AM to 9:00 AM and 4:00 PM to 6:00 PM
  • We may need to temporarily change the traffic flow to accommodate the construction work.
  • There will be temporary restrictions on parking.
  • Some of the work activities might be noisy. This includes using backup alarms for safety, heavy vehicles, and power tools.

Georgetown to South Park Connection Update

Construction on the Georgetown to South Park Safety project began on Monday, November 18!

We apologize for the recent night work that took place without notice to nearby residents. This work was unplanned and was needed to finish essential utility work that took longer than expected.

Over the next few weeks, you’ll see the following activities in the project area:

  • Night work: Restriping the roadway on S Bailey St, 13th Ave S, S Albro Pl, and Ellis Ave S north of S Myrtle St. Crews will remove existing striping and install temporary striping as early as Thursday, May 1. Crews will then install new striping as early as Monday, May 5 to Wednesday, May 7.
  • Restoring roadway pavement, sidewalk, and asphalt on Ellis Ave S and S Myrtle St
  • Restoring roadway pavement and sidewalk on E Marginal Way S between 16th Ave S and Ellis Ave S
  • Continuing signal improvements at the intersection of E Marginal Way S and 16th Ave S

*Please note that much of this work is weather dependent and subject to schedule changes.

We've heard from the community over the last few weeks about their concern that the changes we are making on Ellis Ave S might not leave enough space to retain parking on the west side of the street. Our project worked closely with our contractor and confirmed that our design will retain a parking lane on the west side of Ellis Ave S. The new parking lane will be slightly narrower at 7 feet wide, which meets our standard minimum width for on-street parking. Like most roadway changes, this may require some time for people driving to adjust and get used to. We thank you for your patience and understanding.

What to expect during construction

During construction, you can expect the following:

  • Typical work hours are from Monday to Friday, starting at 7:00 AM and finishing at 5:00 PM.
  • We may need to temporarily change the traffic flow to accommodate the construction work.
  • There will be temporary restrictions on parking.
  • Some of the work activities might be noisy. This includes using backup alarms for safety, heavy vehicles, and power tools.

Attention business owners and managers near the Georgetown to South Park Connection Project: so we can keep you updated and work with you to reduce construction impacts as much as possible. All questions are optional.

Here's a summary of the changes we'll be making:

The Flume site (located on S Myrtle St), formerly owned by Seattle City Light (SCL), will now serve as an off-leash area (dog park) and a shared-use path for those walking, biking, and rolling between Georgetown and South Park.?

Please join us for our next PAC meeting, an in-person only Draft Alternatives Workshop, on Thursday, June 12, 2025, from 4-6 p.m. Pacific Daylight Time. A calendar hold reminder will be shared with you following this email.

You won’t want to miss this interactive workshop! This is your first chance to see and discuss preliminary options for how the airport can evolve and adapt to meet the forecasted demand over the next 20 years. The workshop format will involve moving from room to room to see different alternatives for the airfield, terminal, and landside areas of the airport. Because of this, there will be no virtual meeting option. Please consider adding some time to your calendar for travel. Food and beverages will be provided at this workshop.

Georgetown to South Park Connection Update

Construction on the Georgetown to South Park Safety project began on Monday, November 18!

Over the next few weeks, you’ll see the following activities in the project area:

  • Landscaping on Ellis Ave S
  • Restoring roadway pavement, sidewalk, and asphalt on Ellis Ave S between S Elizabeth St and S Myrtle St
  • Restoring roadway pavement and sidewalk on S Myrtle St and on E Marginal Way S between 16th Ave S and Ellis Ave S
  • Continuing signal improvements at the intersection of E Marginal Way S and 16th Ave S

*Please note that much of this work is weather dependent and subject to schedule changes.

We've heard from the community over the last two weeks about their concern that the changes we are making on Ellis Ave S might not leave enough space to retain parking on the west side of the street. Our project worked closely with our contractor and confirmed that our design will retain a parking lane on the west side of Ellis Ave S. The new parking lane will be slightly narrower at 7 feet wide, which meets our standard minimum width for on-street parking. Like most roadway changes, this may require some time for people driving to adjust and get used to. We thank you for your patience and understanding.

  • Some of the work activities might be noisy. This includes using backup alarms for safety, heavy vehicles, and power tools.

Georgetown to Downtown Safety Project Update

Crews have been making steady progress on completing the protected bike lanes on Airport Way S. We rechannelized the road to accommodate the future protected bike lane and other design elements that aim to improve safety for all travelers. You will begin to see the bike lane fully take shape during the next few weeks, along with other pedestrian and safety improvements in the project area.

Over the next few weeks, you’ll see the following construction activities in the area:

  • Installing concrete protected bike lanes on 6th Ave S from S Alaska St to S Bradford St?
  • Installing improvements to utilities, sidewalks, and curb ramps at Airport Way S and S Lucile St and at 6th Ave S and S Bradford St??
  • Electrical and signal improvements at the intersection of Airport Way S and S Lucile St?
  • Preparing the intersection of 6th Ave S and S Spokane St for construction?

What to expect during construction:?

  • Reminder to freight operators and drivers: The right turn slip lane to S Lucile St is permanently closed. Freight and oversized vehicles must detour via right turns onto 13th Ave S, S Bailey St, S Michigan St, and 4th Ave S. We advise freight operators and those who drive oversized vehicles to plan ahead and use patience while traveling through the area.?

  • The northbound through-lane on Airport Way S will be reduced to a single lane 24/7. We recommend commuters driving northbound to detour to 4th Ave S before S Lucile St.
  • Pedestrian access will be maintained. Pedestrian detours may be longer than usual
  • Access to businesses will be maintained
  • Typical work hours are from Monday to Friday, starting at 9:00 AM and finishing at 3:00 PM
  • We will avoid work and traffic control during the peak hours of 7:00 AM to 9:00 AM and 4:00 PM to 6:00 PM
  • We may need to temporarily change the traffic flow to accommodate the construction work.
  • There will be temporary restrictions on parking.
  • Some of the work activities might be noisy. This includes using backup alarms for safety, heavy vehicles, and power tools.
  • Some construction may require temporary changes to bus routes. Visit the??for rider alerts.

Project Design

During construction, you will see us making the following changes:

  • Two-way protected bike lane on the west side of the street from Airport Way S and S Lucille St to S Nevada St and 6th Ave S
  • One-way protected bike lanes on 6th Ave S from S Nevada St to S Forest St
  • Two-way, center turn lane on 6th Ave S from south of S Forest St to S Spokane St, making it safer and easier for vehicles to enter and exit driveways
  • S Spokane St and Airport Way S: New traffic signal, signalized bike crossing, and bike ramp
  • S Lucile St and Airport Way S: New signalized bike crossing, ADA curb ramps, and refreshed crosswalk markings
