Unfortunately, I don't have an answer for you. It sounds like Art has covered a lot of ground with you already.
Maybe these general strategies will be helpful.
I could be wrong, but it sounds like perhaps you're changing too many things at a time. This can make the problem more complex.
If I am correct, it sounds like everything was working with 9.6.2 at one time, so I would use that version.
I would try reinstalling 9.6.2, and see if you can get things back to where you were.
Then, if the bottom etch file is not being produced, work on that problem. There's no need to try a different version of EAGLE, since you know it worked at one time. The file not being produced could be as simple as an option set incorrectly in pcb-gcode.

I have a fully functioning MAXNC 15 CL for sale.? Includes the mill which is 4 axis, the software, and DOS computer.? Also loaded on the computer is Autocad 13 with software.? - This will bring up the dialogue box and your can use the drop down
menu for the layer and change to which ever one you want. For instance, I
use the milling layer as that is how I cut text.

Dear Art Thanks again for your help. But my sad story didn't yet finished. I use a old laptop HP with a centrino duo and windows 8.1 to do this job and connect with my cnc.? But when I tried to make texts it acts very strange : my draw appeared but text not. I think that it's to much maths to centrino even tried with a small word alone and after 5 minutes a warning telling me that eagle stopped again and again.? So I installed eagle 9.6.2 on other laptop HP with core i5 on windows 8.1. but with the same results. So here I am before you again wanting to see the light that only a expert as you my friend? can make appears. ?Thanks.? Jose

Now to your text problem.
Click on the 'I'? (info) button on the toolbar and then click on the
text that you want to change layer.

Don't worry about your English, your doing fine. Its a lot better than my
Portuguese!
If your elements are near the edge and not showing up, try moving them in
a bit or change your Design Rules:
You may have it set to not allow elements that close to the edge.
Just an idea and we will get this settled.

Don't worry about your English, your doing fine. Its a lot better than my
Portuguese!
If your elements are near the edge and not showing up, try moving them in
a bit or change your Design Rules:
You may have it set to not allow elements that close to the edge.

it's what I used.? not pleasant to mess with, and avoid fumes. It does work, though. so I cleaned up a bunch of the brass rivets, degreased them, then soaked them in the tinning potion. They came out grey, and not shiny.
I tried them and found that they were not easy to solder in place. Maybe it was mostly poor technique.? I discovered if i used flux, and heated the head, the solder would flow between the head and the via pad. I found that only about half of the vias I did this way made good contact.? I think the tinning is nor helping.
Don't think it did. I ended up using #30 or #26 tinned copper wire and stitching the top and bottom together.? Solder one side, don't cut off the ends, then solder the other, then cut off the ends.? You can get some relatively small vias that way.? Do not cut into the solder, that can leave too little solder on the board. hope this may help. ah well,
