Underscan on TV set - Mojave - 10.14.6

Every time I start or restart my computer, only half of the icons on the bottom of screen show and none of the words at the top of the screen show. I bring up the control box for the display, click on the adjustment for underscan and the screen is imediately the adjusted to the proper size. Then I adjust the screen with a large border and try again¡ same behavior. This was true also with the two previous operating systems.

It is only a nuisance, but there must be a way to correct this.

It sounds like the settings for the display (in the Display Preferences) is not recognizing your screen. Sometimes there are settings you can adjust on the monitor itself that let you adjust the picture properties. Have you tried that?
