It's usual in the UK for download:upload speeds to be in the ratio 10:1 and I¡¯d guess the same would apply to at least some ISPs elsewhere. The reasoning is that most users do a lot of downloading

It depends on your ISP. Check with your ISP to determine whether you are getting promised upload speeds.

A lot depends upon the remote server that you choose. One might have a server that is further from you than the other. I live in Oregon. I will get better speeds if I choose a server in San Francisco
